This is CDT’s strategy we undertook in CA a dozen years ago…making sure there were groups engaging voters across the state, and subsequently candidate running in red and and purple areas. That has born fruit in SD, the IE, OC, and the Central Valley, and then doing the same for progressive candidates in blue areas like SF and LA.
